I'm afraid the component is set incorrectly. Branding is responsible for changing link destination - upstream vs downstream documentation.
The target (new tab, new window e.t.c.) is defined by foreman code in the relevant place.

I went through all links mentioned in comment #0.
I went only through the links that are mentioned in this BZ. It's possible that there are still some that are not opening in new tab. 

Tested with new satellite 6.10 snap 4.
All mentioned documentation links were tested twice (when possible) with no entity and after entity was created.

Trends are no longer part of satellite from 6.9.

Actual result: 
And Monitor -> Audits -> Documentation -> still opens in same tab 
Expected result:
it will be opened in new tab
 
I have no problem to create new BZ for that. But I think it's part of this one and should be fixed here.

Verified with sat 6.10 snap 10 with package foreman-2.5.2. 
I went through all links mentioned in comment #0.

Verified.
