Description of problem:
In context doesn't work for dev catalog and database

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. right click on an application
2. choose dev catalog from context menu
3. create a resource from dev-catalog
4. Notice that the newly created resource is not in the application where context menu was opened.

Actual results:


Expected results:
Hide the dev-catalog and database option from context menu
