Fedora 31:

$ sudo dnf install fish
Installing:
 fish    x86_64    3.0.2-1.module_f31+3716+57207597     fedora-modular    2.3 M
Enabling module streams:
 fish              3



$ sudo dnf --disablerepo=\*modul\* install fish
Installing:
 fish           x86_64           3.1.0-1.fc31           updates           2.7 M


This is very unexpected. Please make fish nondefault if it is orphaned/abandoned.

No fish in https://pagure.io/releng/fedora-module-defaults/tree/f31 -- this seems like a modularity bug then.

The behaviour is related to defaults. Module fish has a default stream in fedora-modular repository, but not in updates-modular. The information about defaults is resolved across all repositories and than applied back to all modules because you do not consume rpms/modules per repository but as a sum of all repositories. It means that default stream is propagated from Fedora repository to others. The behaviour is intended.

There is an alternative solution, re-spin fedora-modular repository. I know that it will not happened but the option is there.

There is also additional possibility - BRAKE DEFAULTS!!!. This is very strong hack, and not recommended by DNF team. Release alternative default for fish module. Like make default stream "4". Then libmodulemd will be unable to resolve defaults and all defaults from all repositories for all modules will be gone.

I am sorry but I cannot do more.

This is a bug. If we cannot fix it, we should at least document this. AFAIK it is not documented.

This message is a reminder that Fedora 31 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 31 on 2020-11-24.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
Fedora 'version' of '31'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

of Fedora, you are encouraged  change the 'version' to a later Fedora

Although we aim to fix as many bugs as possible during every release's 
lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

Fedora 31 changed to end-of-life (EOL) status on 2020-11-24. Fedora 31 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
