Could you please build perl-Sys-SigAction on EPEL8?

It would make sense to also upgrade to the latest version (0.23). EPEL7 has 0.20.

RHEL 8.2 is about GA. hope we can use this at RHEL 8.2.

Mark is unresponsive for quite a while, I've just started the non-responsive maintainer process.
