Description of problem:
`dnf install unbound-libs` intermittently failing on RHEL8

Version-Release number of selected component (if applicable):
unbound-libs-1.7.3-8.el8.x86_64

How reproducible:
Intermittent

Steps to Reproduce:
I unfortunately haven't been able to manually reproduce this.  We're seeing it pretty reliably in our CI however.

Actual results:
  Running scriptlet: unbound-libs-1.7.3-8.el8.x86_64                    124/238 
groupadd: /etc/group.388: lock file already used
groupadd: cannot lock /etc/group; try again later.
useradd: group 'unbound' does not exist
error: %prein(unbound-libs-1.7.3-8.el8.x86_64) scriptlet failed, exit status 6

Error in PREIN scriptlet in rpm package unbound-libs

I should be more clear.  Installing this in a *container* fails.  Maybe related to https://bugzilla.redhat.com/show_bug.cgi?id=1802907 ?

The bug is already in VERIFIED. Please retest with the version of container-tools-rhel8 noted in the bug.

I wasn't able to reproduce this manually.  We have since started installing a newer version of fuse-overlayfs and haven't seen this issue in our CI since then.  If you want to mark this as a duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1802907, that's fine in my opinion.
