Verified on Sat 6.8 snap 5.0.

Created 2 storage domains in 1 datacenter, 1 in another, used reproducer from OP. Only the storage domains from the selected datacenter were visible.

Note: due to bug 1848902, I wasn't able to test with other datacenter than the first one.
