This is similar to e.g. /usr/lib64/glib-2.0/include/glibconfig.h. It's an include file that's generated during the build. It may contain architecture-specific defines, that's why it's in libdir (helps with biarch support).

I'm not sure this is strictly necessary anymore, but I'm following GLib's pattern here because it's tried and true.

You may also need to pass --disable-rpath to configure.
