Can you `oc get installplans`? CVO creates the installplan CRD, it should be present on the start of the cluster. Yes. I was also able to oc edit the installplan and approve it that way and the operator install proceeded. I'm not sure if this a console bug versus OLM. Since the api is available, I suspect this is an issue with the way console detects the presence of the API. Moving to that component for further investigation. Verified that navigation to: https://$cluster/k8s/all-namespaces/installplans will list install plans.
