Description of problem:
Browse to:
https://$cluster/k8s/all-namespaces/installplans

The error message on the page is:

" Error
404: Page Not Found
The server doesn't have a resource type "installplans". Try refreshing the page if it was recently added."

This is more of an issue for trying to approve a manual subscription that requires approval. When clicking on the link to approve the install plan I see the same error.

Seems always

Steps to Reproduce:
1. Set up OpenShift 4.3.1
2. Login to the console
3. Try to view https://$cluster/k8s/all-namespaces/installplans

Actual results:
404 error

Expected results:
I can see/approve InstallPlans

Can you `oc get installplans`? 

CVO creates the installplan CRD, it should be present on the start of the cluster.

Yes. I was also able to oc edit the installplan and approve it that way and the operator install proceeded. I'm not sure if this a console bug versus OLM.

Since the api is available, I suspect this is an issue with the way console detects the presence of the API. Moving to that component for further investigation.

Verified that navigation to: 
https://$cluster/k8s/all-namespaces/installplans
will list install plans.
