These were introduced in libcap after the version 1.10 release of the library. The proftpd builds in Fedora and EPEL use the system version of libcap rather than the bundled version, and the system version in all current EL and Fedora releases is greater than 2.0, hence those proftpd builds are not vulnerable to this issue. |
