fixed by editing the deployment for prometheus-operator and adding just v.3.11 tag

# oc edit deployment prometheus-operator
...
        - --logtostderr=true
        - --config-reloader-image=registry.redhat.io/openshift3/ose-configmap-reloader:v3.11
        - --prometheus-config-reloader=registry.redhat.io/openshift3/ose-prometheus-config-reloader:v3.11
        - --namespace=openshift-monitoring
        image: registry.redhat.io/openshift3/ose-prometheus-operator:v3.11

I cannot replicate this using openshift-ansible and it looks to me like a misconfiguration on user side. 

@Vladislav could you replicate it again or was it a one time issue?
