15z2 could ship these changes provided that it also must ship BZ 1790906. 

1790906 is required because it brings the version of ceph-ansible up to a version which doesn't require the ceph-ansible fetch directory.

This code cannot be backported any further to 14 or 13 because those versions of Red Hat OpenStack platform only support internal deployments which use RHCSv3.

This bug cannot make the 15z2 schedule. Retargeting to 15z3.

15z3 will be an import, so no direct cherry pick downstream is required.
