Description of problem:

Monitoring page should have a grey background for the dashboard

How reproducible:

Always

Steps to Reproduce:
1. Navigate to the Developer perspective -> Monitoring

Actual results:

Page background is white

Expected results:

Page background should be grey, graphs should be in a 'card' (white background)
