Description of problem:
Jest configuration excludes OLM Unit tests

Version-Release number of selected component (if applicable):
4.4

How reproducible:
Always

Steps to Reproduce:
run 'yarn test' in the console repo

Actual results:
OLM unit tests are not run

Expected results:
OLM unit tests should run and pass

Additional info:
I adjusted the config to run the unit tests, and most of them were failing. I've begun fixing them and have the failure count down to about 17 at this point.

1. git clone git:openshift/console.git; git checkout -b release-4.4 -t origin/release-4.4
2. cd frontend; yarn test

We can see unit tests under packages/operator-lifecycle-manager/src/components/.*/*.spec was executed.
