This also breaks upgrades from F31 to F32.

Yes, update to address bug #1779427 wasn't a great idea, see bug #1779427 comment #6 for details. Bug #1832610 provides a package review request to satisfy this dependency.

I think I have improved the script to simply unblock just one specific FTI tracker instead of closing bug.
