Description of problem:
Modularity is an important part of Fedora and RHEL8, but so far there is no component to track important issues. At the present time issues in modularity design are redirected to distribution. It makes tracking very hard and often some of bugs are overlooked.

I would like to ask to create a component called modularity for products `Red Hat Enterprise Linux 8` and Fedora.

That needs to be requested and approved via the relevant program managers and actioned using the existing mechanisms.  (If you don't know who the people are, ask your management to escalate it.)
