Cause: Data was being listed alphabetically, so oc was not first in the list. I pulled oc out so it would be first, and now the problem no longer occurs.

oc download links on the top of page content none

As the primary CLI for openshift, oc should be listed first on the CLI downloads page, however currently helm is showing up first. Likely being listed alphabetically right now, and just need to call out the oc download specially and put it first in the list.
