+++ This bug was initially created as a clone of Bug #1812139 +++

As the primary CLI for openshift, oc should be listed first on the CLI downloads page, however currently helm is showing up first. Likely being listed alphabetically right now, and just need to call out the oc download specially and put it first in the list.

Per Sam, we're not going to backport this.

We've fixed this issue in 4.5 and don't plan to backport.
