Description of problem:

During installations of Workstation Beta RC1, no help is shown in Anaconda. When I press F1 to get the help screen, I only get an empty window with no content in it.

Steps to Reproduce:
1. Press F1 during installation.

Actual results:
No help content visible.

Expected results:
Help content should be visible.

Proposed as a Blocker for 32-final by Fedora user lruzicka using the blocker tracking app because:

 Violates:  Installer help

Any element in the installer interface(s) which is clearly intended to display 'help' text must do so correctly when activated.
