Cause:
Controller manager operator was not exposing its metrics when over an ipv6 cluster.
Consequence:
Metrics were not being properly scraped, leaving the user with no way to graph or query performance data.
Fix:
By updating a vendored package the operator now binds to ipv6 interfaces.
Result:
Metrics are scrapped correctly and presented to the user.

openshift-controller-manager endpoints are down on 4.4 ipv6 cluster
*** Bug 1816948 has been marked as a duplicate of this bug. *** @Ricardo ipv6 cluster is provided by Edge team before, I am asking them if have 4.5 env can be used to test. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
