In RHV 4.4 we get rid of SCL and will use native PostgreSQL12.

Changes have already been made in installation guides. 

To do: Need to make sure other places in RHV doc set that mention postgresql are updated and tested. 

Affected docs include:

-Data Warehouse Guide
-Administration Guide
-Upgrade Guide
-Metrics Store User Guide (I don't think any changes are necessary, but check with Shirly to be certain.)

Parts of the DWH Guide to update:

Changing the Data Warehouse Sampling Scale:
- update the engine-setup screen. It currently has this line: See https://www.postgresql.org/docs/9.0/static/sql-vacuum.html
