Step to retest:

1. Create a Content View in Satellite 6.6.
2. Add the repositories in the Content view. 
3. Publish a new version of the Content view. 
4. Go to task to check the time it takes to publish

Expected:
Time it takes should be between a few seconds to ~15 minutes.

Actual:
Time it takes is between a few second to ~15 minutes.

Notes:  I've tested this with a few thousand, 10k, 20k, and 50k packages and all have fallen in the range of a few seconds to ~15 minutes of publishing.
