Description of problem:
Can't login to system, not by console, X, nor using ssh

Version-Release number of selected component (if applicable):
Today's Rawhide

Steps to Reproduce:
- Boot system, make sure selinux is set to enforcing
- wait for login prompt
- try to login
  
Actual results:
System accepts the login data, but logs the user out immediately and returns the
user to the login prompt.
Logging in using ssh gives an error message: /bin/bash: Permission denied


Expected results:
Login should be allowed.

Additional info:
Boot with enforcing=0 and everything works fine.

After updating to today's rawhide, this works again.
