Description of problem:
DNF check-update is not working as intended.

Accordingly to the documentation, this operation should do following "Non-interactively checks if updates of the specified packages are available."

However.. this is not the case, it may prompt you to confirm.
This is happening right now in Fedora 32, due to GPG check.

The proper solution should be done in bug 1768206. But we can just hope for this.

Crying under the desk because F32 provision failed after 3.5 hours

Expected results:
F32 within 5 minutes on bare metal
