OpenShift on OpenStack deploys Control Plane servers as Nova instances grouped toghether in a server group with soft-anti-affinity policy.

The problem is that during installation, an additional server group is created. It is not used (hence no impact on functionality), but it impacts on quota utilisation.

It is correctly garbage-collected on cluster teardown.
