Description of problem:

As discussed in: https://bugzilla.redhat.com/show_bug.cgi?id=1766665

runc would like to take advantage of CollectMode, but it is currently unavailable in RHEL7.

1. Use collectmode runc patch in RHEL 7

Actual results:

Fails: Error response from daemon: oci runtime error: container_linux.go:247: starting container process caused "process_linux.go:258: applying cgroup configuration for process caused \"Cannot set property CollectMode, or unknown property.\""
Error: failed to start containers: 9bd806702a64
