Description of problem:
No 4.5 upstream and downstream kibana6 and elasticsearch6 images.
Following Openshift strategy. the bug must be fixed and verified in 4.5 before merged to 4.4. so that is blocking QE testing and Bug fix.

QE had workaround to verified the bugs using internal image.  We expected the images can be built ASAP.

Waiting ART CSV bundles.
