Description of problem:

As an admin, I would like to deploy OpenShift 4 on Microsoft Azure using infrastructure that I provisioned.

Expected results:

Customers would like to be able to provide additional customizations for their OpenShift clusters beyond what can be done with a typical Azure installer provisioned infrastructure deployment using openshift-install. Many of these customizations are necessary due to operational constraints placed upon their environments. Reasons include regulatory, security, and operational control.

Confirmed a successful Azure UPI installation with the following OCP version:

./openshift-install v4.5.0
built from commit 6aea75e9e5760924991c2a38c021d7f835aef296
release image registry.svc.ci.openshift.org/ocp/release@sha256:51b388e5b43be332a4f3f312bfb272f85173a73b6948d2b110a68b71241607ab
