RHHI CI reported an issue during the provisioning of RHVH.

If we will use the same build for reservesys and then provision results are different.

For example RHVH-4.3-RHEL-7-20200218.0 RHVH x86_64

The issue was caused by RHVH.
Installation is assumed based on `inst.ks` located in kernel cmdline.

As a workaround, we will import new distributions with `ks_meta="ks_keyword='inst.ks'".
