Description of problem:
Current T-H-T and puppet-tripleo doesn't accept cluster resource's monitor timeout as parameter.

Some large scale environment, the default monitor timeout may too short for their environment.
Currently, user can extend the monitor timeout by manual operation.
However, the modified timeout will be overwritten at the time of stack update or minor update.
It would be great if the monitor timeout can be configurable.
