Description of problem: The upower package is available in both AppStream (0.99.7-3) and in epel8-playground (0.99.10-1).  The higher rev is problematic as it effectively gives priority to the EPEL component over the AppStream component.


Version-Release number of selected component (if applicable): 0.99.10-1 


How reproducible: Always


Steps to Reproduce:
1. yum install upower

Actual results: Installs from epel8-playground if enabled and no package restrictions are in place via config.


Expected results: Install the 0.99.7-3 package from AppStream
