This does not look like Free / Open Source software, so it won't be acceptable as a fedora package.

You will need to provide a .spec file, a source RPM, and a link to the upstream sources for this project.

It is not acceptable to be 'free', it must be Free https://fedoraproject.org/wiki/Licensing:Main#SoftwareLicenses

I don't see any source for the software or the rpm. Free trials don't count either.
