Description of problem: After following guide for ALL-IN-ONE RED HAT OPENSTACK PLATFORM INSTALLATION it fails to create security group, based on example in chapter 9.1.5 ( openstack security group create basic )

How reproducible: consistently, as the engineer on the case also reproduced the issue.


Steps to Reproduce:
1. follow step to install All-in-one Red Hat Openstack platform installation ( https://access.redhat.com/documentation/en-us/red_hat_openstack_platform/16.0/html/quick_start_guide/all-in-one-openstack-installation )
2. try example given in chapter 9.1.5: openstack security group create basic

Actual results:
it fails to create security group

Expected results:
be able to create security group
