bugzilla fails to build with Sphinx 3.0.0.

Sphinx 3 will be included in Fedora 33. To make that update smoother, we're building the dependent packages in Copr.

Sphinx was updated to 3.1.1.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.

Sorry, I forgot to update here.

I've just released an update of bugzilla on all stable branches. The F33 version was built against sphinx 1:3.2.1-1.fc33
