ipython fails to build with Sphinx 3.0.0.

Could not import extension configtraits (exception: cannot import name 'l_' from 'sphinx.locale' (/usr/lib/python3.8/site-packages/sphinx/locale/__init__.py))

Sphinx 3 will be included in Fedora 33. To make that update smoother, we're building the dependent packages in Copr.
We'd appreciate help from the people who know this package best, but if you don't want to work on this now, let us know so we can try to work around it on our side.

The problem is caused by an import of a deprecated function `l_` in docs/sphinxext/configtraits.py. It seems to me that both imports in the file are useless so I've filled an upstream PR to remove them and we'll see what CI thinks about it: https://github.com/ipython/ipython/pull/12235
