Tracking down mail issues is always very difficult, doing so months after it happened isn't realistic. If there was a general problem with flag mail there would be a lot of talk about it, there isn't, so I don't think this is a general issue. The question was a very specific one. The '?' flag was not set by me, which might be the reason why I didn't receive the notification even though I was the assignee. I also doubt 2 separate people, including a bot, touched the flags and the "minor update" checkbox: https://bugzilla.redhat.com/show_bug.cgi?id=1767438#c3 I'm disappoined that there wouldn't even be an attempt at reproducing the problem before closing the bug as cantfix. Well working out what happened several months ago is different from looking to see if there is a current problem in the system - by all means try to reproduce something you think might not be working.
I have this email in my mailbox last week when someone else changed a bug so what you suggest currently works for me:
