Description of problem:
Add new command-line option to openstack unified client to allow users to backup a deployed undercloud and overcloud, this work is based around the tripleo-ansible role for backup and restore.

Torre - can you provide more details as to why this new backup command is assigned to python-proliantutils (and hence HardProv)?  Thanks.

Changing the DFG, I think the component is incorrect which is why it ended up in HardProv.

@shreshtha there are 3 patches for the backports of tripleo-ansible that need to be merged. I just added track them.
