Description of problem:
Don't put placeholder text in unless they are used as values. Unique Tag looks like a value, but it's not.

Always

Steps to Reproduce:
1. In topology view, click  on the knative service
2. In the sidepanel, click on set traffic distribution

Actual results:
It opens a modal, which has tag field with placeholder

Expected results:
It should open a modal, which should not have placeholder text in the tag field
