Description of problem:
ClusterTriggerBindings were not available during feature development. This is to cover that support once they were added to the OpenShift Pipeline Operator.

Version-Release number of selected component (if applicable):
OpenShift Pipeline Operator 0.11+
OpenShift Console 4.5

How reproducible:


Steps to Reproduce:
1. Create a Trigger with a ClusterTriggerBinding (create one if not provided by the operator)
2. Navigate to the created EventListener

Actual results:
See that it references a 404 link to a non-existent TriggerBinding.

Expected results:
See that it references the correct ClusterTriggerBinding and the resource link works.
