Description of problem: we currently define special runtime ENV for azure. But the bootstrap etcd does not use these same runtimes. This poses a risk to stability to not have these configs in sync. This is even more of an issue because bootstrap is so often the leader.

1. create azure cluster and review runtime ENV

Actual results: etcd uses default runtimes for azure


Expected results: etcd uses proper raft tunings
