Closing this as WONTFIX for the same reason outlined in the parent https://bugzilla.redhat.com/show_bug.cgi?id=1826432 -

"The change to backport this is substantial - since 4.5 oc adm catalog mirror is compatible with older clusters, please use the 4.5 version of oc if this is an issue."
