Description of problem:
ipv6 prefix delegation solicit would still be sent even set logical router port as enabled=false

How reproducible:
Always

Steps to Reproduce:
1. setup as described in https://bugzilla.redhat.com/show_bug.cgi?id=1826683#c0
2. set enabled=false for lr1-ls1: ovn-nbctl set logical_router_port lr1-ls1 enabled=false
3. check solicit packet on veth0_s0: ip netns exec server0 tcpdump -i veth0_s0 -nnle -v

Actual results:
still can get solicit packet sent by lr1-ls1

Expected results:
solicit won't be sent
