Description of problem:

The details page, such as Pod details, shows a double scrollbar in Firefox.  This is disruptive as the inner scroll is just slight, so it impedes your ability to actually scroll the page.

Found in Firefox 68.7.0esr.

How reproducible:
Always

Steps to Reproduce:
1. Open Console in Firefox
2. Create a pod
3. Visit Pod Detauls Page
https://consolecustom-openshift-console.apps.<your-cluster>.devcluster.openshift.com/k8s/ns/<your-namespace>/pods/<your-pod>

Actual results:

Double scrollbars make the page hard to scroll.

Expected results:

A single scrollbar.

Setting target release to current development version (4.5) for investigation. Where fixes (if any) are required/requested for prior versions, cloned BZs will be created when appropriate.

Checked on OCP 4.5 with payload 4.5.0-0.nightly-2020-04-30-051936, check on pod/route detail page, now only one scrollbar and it works well.
