Description of problem:
Due to the upstream readme these 3 parameters are changed, but not reflect to waagent.conf:
The Provisioning.Enabled and Provisioning.UseCloudInit parameters are removed since v2.2.45, but still exist in waagent.conf.
The Provisioning.Agent is added since v2.2.45, but not in waagent.conf

1. # cat /etc/waagent.conf

Actual results:
# Enable instance creation
Provisioning.Enabled=y

# Rely on cloud-init to provision
Provisioning.UseCloudInit=n

Expected results:
Something like this:
# Choose which provisioning agent to use (or allow waagent to figure it out by specifying "auto"). Possible options are "auto" (default), "waagent", "cloud-init", or "disabled".
Provisioning.Agent=auto

We're going to need this for RHEL 8.2.1 as well since we're rebasing WALA agent there. I'll clone a BZ.
