This is due to the same cause as https://bugzilla.redhat.com/show_bug.cgi?id=1828858 - a 3s or so disruption during OVS upgrade where new connections are rejected.  After that issue is fixed this should drop to zero.

OpenShift APIs should remain available, thus 4.5 urgent severity.  We are currently blocked on the OVS work at this point which may not be backportable, so we will do a determination at a later time about whether we stop at 4.5.
