Description of problem:

How do create a "Compute Resource" for Azure Gov Cloud. I am not sure if I am suppose to change some to get the regions to populate. Below is a list of Azure US Gov regions I am trying to access.

- US DoD Central
- US DoD East
- US Gov Arizona
- US Gov Iowa
- US Gov Texas
- US Gov Virginia
- US Sec East1
- US Sec West1

Satellite 6.7.0
foreman_azure_rm v2.0.8

How reproducible:

Steps to Reproduce:
1. Create Azure Compute Resource
2. Try to find Azure Gov Cloud regions in drop down

Actual results:

Everything but the above list

Expected results:

All Regions

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/31188 has been resolved.
