ncl can't be installed on a fresh Fedora 32 installation:

# dnf install ncl
Last metadata expiration check: 1:26:56 ago on Thu Apr 30 14:59:02 2020.
Error: 
 Problem: conflicting requests
  - nothing provides libgdal.so.20()(64bit) needed by ncl-6.6.2-6.fc32.x86_64
