Upgrade from F31 to F2 fails.

Steps to Reproduce:
1. dnf --refresh upgrade
2. dnf system-upgrade download --refresh --releasever=32
3. boom!

 Problem: package ktp-common-internals-19.12.2-1.fc32.x86_64 requires libtelepathy-qt5-service.so.0()(64bit), but none of the providers can be installed
  - problem with installed package ktp-common-internals-19.12.1-1.fc31.x86_64

According to [1], telepathy-qt5-0.9.8-1.fc32 provides

libtelepathy-qt5-service.so.1()(64bit)

Please note so version mismatch.
