Description of problem:
qlandkartegt-1.8.1-23.fc32 requires proj-epsg (as did qlandkartegt-1.8.1-23.fc32 before it), but while proj-5.2.0-5.fc31 provided that, proj-6.3.1-3.fc32 does not.

qlandkartegt-1.8.1-23.fc32

How reproducible:
any & every time

Steps to Reproduce:
1. install F32
2. dnf install qlandkartegt

Actual results:
Error:
 Problem: conflicting requests
  - nothing provides proj-epsg needed by qlandkartegt-1.8.1-23.fc32.x86_64

Expected results:
installing qlandkartegt

Additional info:
Checking the proj spec file, in the F31 version, I see a comment "# Merged into main package; remove after Fedora 31" before the Obsoletes & Provides proj-epsg.
I'm actually encountering this during F31->F32 upgrade, but checked it on a fresh F32 install on a VM, for simpler reproduction.
