Description of problem:

The azure actuator was originally attempted to be kept in sync with the upstream one.
This make no sense anymore given remain on a v1alpha1 model.

DoD:

We should remove all the unnecessary code e.g https://github.com/openshift/cluster-api-provider-azure/tree/master/pkg/apis/azureprovider/v1alpha1

And get actuator code to an easier state to maintain with unnecessary dependencies with logic carried from upstream

Do some regression test including machine creation, machine deletion, machine scale up and scale down, no problems were found.
