Description of problem:
In some environments (seen in RDO cloud and w/ IPv6) we see that rabbitmq can consistently timeout during the start operation (even though the start operation has a timeout of 120000ms).

The reason is explained in https://github.com/ClusterLabs/resource-agents/pull/1493

We'd really need that one in some 8.2.z build.
